I GIVE UP!
I have worked so many hours on trying to fix the terrible delay in OBS! (awesome live streaming software) I can't move my left arm! 
Oh and my left leg! lol
Tip #5 to become a stroke warrior.
You must learn to laugh at yourself! 
It just hast to be being caused by the main cable their replacing from the street to the house.
